A cool front running from Manitoba through the Dakotas into the southern Rockies was among the conditons affecting the state's weather. There was also a mass of warm, unstable air streaming northward ahead of the front from the Gulf of Mexico into the upper Great Lakes Region. Some scattered showers and thundershowers have developed in this warm unstable air and are expected to spread across Wisconsin today and Friday. The outlook for the state was for low temperatures in the mid 50s to lower 60s tonight, with warmer temperatures in the mid 80s to lower 90s Friday.

Appearance of the dark red, Flemish Renaissance building on a recent automobile commercial brought a flood of telephone calls, said David Kuem-mel, superintendent of the City Bureau of Traffic Engineering and Electrical Services. Was the city selling the advertising space on the City Hall sign? callers wanted to know. Kuemmel said the mayor's office usually gives his office a list of approved signs for the space, but the automobile ad was a rush job. The sign was put up after a direct call from the mayor's office to the electricians' shop. It stayed up two hours while a camera crew shot the commercial.

An aide to Mayor Henry Maier said there are no current plans to charge for advertisem*nts. But Kuemmel said if the sign becomes too popular, the city could charge on a time basis. He estimated each sign change cost the city $97, or a total of $22,800 for changes and maintenance this year. Reconsideration rejected twice MADISON, Wis. (AP) The Assembly refused twice Wednesday to reconsider its rejection of a bill that would have required legislative review of all administrative rules enacted by bureaucrats.

Rep. William Rogers, D-Kau-kauna, introduced a resolution calling for reconsideration of a vote that had upheld Acting Gov. Martin J. Schreiber's veto of the bill. His resolution, needing a two-thirds majority by both houses to be adopted, failed 61-36 and 62-34.

The veto had been overridden in the Senate, but then was sustained on a 62-35 vote in the Assembly. Vetoes of two bills similarly expanding legislative authority over agency rule-making were sustained by the Senate Tuesday after assemblymen voted to override them. One of the bills would have allowed the Joint Committee for the Review of Administrative Rules to draw up administrative rules if a state agency did not do so within 30 days after receiving a request from that committee. The other would have made the state banking commissioner's power to set reserve requirements subject to legislative committee approval. More than 2 inches of rain soaked Waterloo, Iowa. A tornado damaged a farm early today near Bancroft, Iowa. Burial will follow in a Milwaukee cemetery. Visitation will be from 4 to 9 p.m. today at Feerick Funeral Home, 2025 Capitol Drive, Milwaukee. Winifred Brinkman Winifred J. Brinkman, 59, of 709 Fifth Lomira, died at 9:30 a.m.

Wednesday, June 14, 1978, at St. Agnes Hospital of an apparent heart attack. She was born June 29, 1981', in Horicon, a daughter of the late Mr. and Mrs. Fred Krechow.

On Aug. 30, 1947, she was married to Harvey Brinkman at St. Joseph's Church, Waupun. She was educated at Waupun public schools. She was a member of St.

Mary's Christian Mothers of Lomira, and worked for Shaler Waupun, for 10 years. Survivors include her husband. She was preceded in death by her parents. Funeral services will be held at 10:15 a.m. Saturday at the Kietzer Funeral Home, Lomira, and at 10:30 a.m.

at St. Mary's Church, Lomira. The Rev. John Gabel will officiate, and burial will follow at St. Mary's Cemetery.

Visitation will be from 4 to 9 p.m. Friday at the funeral home. Mary R. Franzen Funeral services for Mary R. Franzen, 88, of 147 School Chilton, who died at 5:25 a.m.

Alice M. Sell Alice M. Seil, 52, of 1125 W. Decourah Road, West Bend, died Wednesday, June 14, 1978, at St. Joseph's Community Hospital in West Bend.

She was born on Jan. 23, 1926, Eden, a daughter of William F. and Mary E. Bierne. On Jan.

19, 1952, she married Gilbert N. Seil at Eden. Mrs. Seil was employed as a case aide for the Washington Temperatures The Weather Elsewhere By The Associated Press Tuesday Edward Braatz Edward H. Braatz, 95, of Parkview Nursing Hospital, Ripon, died at 10:20 a.m.

Wednesday, June 14, 1978, at the nursing home. He was born Jan. 18, 1883, in Dodge County, a son of William and Louisa Zimdars Braatz. On Aug. 30, 1904, he married Harriet Tourtellotte in the Town of Waupun.

She died Nov. 18, 1952. He was a member of the Rosendale Congregational Church. He farmed in Springvale until he moved to Rosendale in 1937. He lived with his son after 1942 until moving to the Parkview Nursing Hospital 4'A years ago.

Survivors include a son, Lyle of Brandon; three grandchildren; four greatgrandchildren; and two sisters. Miss Ruth Braatz of Oshkosh and Mrs. Everett (Charlotte) Hall of Chapel Hill, N.C. He is preceded in death by his wife and a son. Funeral services will be held at 1:30 p.m.

at Fond du Lac, died at 7:30 a.m. today, June 15, 1978, at his home. He was born on Dec. 14, 1896, at Dousman, a son of Herman H. and Christiana Claus.

On Oct. 8, 1921, he married Hildegarde Braun at West Bend. Mr. Claus was a former vice president of the Fond du Lac Common Council, past president of the city's United Fund, past president of the Rotary Club of Fond du Lac, past state Veterans of Foreign Wars commander and past president of the Immanuel Trinity Lutheran Church Council. He served four years in the U.S.

Navy and was a prisoner of war in Istanbul. Mr. Claus' served on the board of the Grand Army Home at Waupun, was a member of the Zor Temple of Madison, past master of Kegonsa Lodge No. 73 and AM at Stoughton, and past worthy Patron of the Stoughton Order of the Eastern Star. He worked for Wisconsin Telephone Co.

for 45 years. Survivors include his wife; three sons, Robert of West Bend, Richard of Albuquerque, N.M., and Roger of Ridgef ield, Conn. one daughter, Mrs. John (Ruth) Morrissey of West Bend; one sister, Mrs. Charles (Eleanor) Miller of West Bend, and 12 grandchildren.

He was preceded in death by four brothers and one sister. Funeral services will be held at 11 a.m. Saturday from Immanuel Trinity Lutheran Church, with the Rev. Richard L. Halom officiating.
